PROBLEM TO BE SOLVED: To provide an external monitoring device which can secure an assured failsafe by detecting accurately the abnormality of a photographed image that is caused by the influence of light such as the weak backlight. SOLUTION: This external monitoring device can secure a failsafe to a decided fail and includes a pair of cameras 1 and 2 which photograph the outside scenes of a vehicle and a fail deciding part 12. The part 12 calculates the horizontal luminance distribution characteristics of the images photographed by the cameras 1 and 2 and then decides a fail if the calculated luminance distribution characteristics have the characteristic of a luminance distribution which occurs in the horizontal direction of an abnormal image that is to be decided as a fail.
