PROBLEM TO BE SOLVED: To prevent the white balance from being destroyed by attenuating a color with the highest level to a maximum level at which a display medium can display the color and attenuating the attenuation in response to the difference from surrounding pixels in the case of attenuating the other two colors with the attenuation. SOLUTION: A maximum input value selection output circuit 1 outputs a color with the highest input level among three RGB colors and a comparator 2 compares the output of the maximum input value selection output circuit 1 with a maximum level (m) at which a display medium can display the color and provides an output. A changeover circuit 3 selects the output of the maximum input value selection output circuit 1 or the maximum level (m) in response to the output of the comparator 2 and outputs the selected signal. A delay device 4 delays the output of the changeover circuit 3 to detect the difference from surrounding pixels, a comparator 5 detects the difference from an adjacent pixel and controls the output of the changeover circuit 3 to obtain a division coefficient of a divider 6. Then the color with the highest level is attenuated up to the maximum level (m) at which a display medium can display the color and the attenuation is attenuated in response to the difference from the surrounding pixels in the case of attenuating the other two colors with the attenuation.
