PROBLEM TO BE SOLVED: To prevent a camera line of sight from being peeked from the outside by protecting a monitor camera with a dome cover, and to ensure a stable video over a wide range. SOLUTION: An opened edge 30C of a dome cover 30 is fixed so as to be fit into a rotary frame part 18D of a rotary body 18, and a dome cover 30 is driven so as to be rotated integrally with an inside monitor camera 28 by the rotator 18. A rotatable gear 24 with a large diameter is arranged through a support shaft 22 at a supporting frame part 18E of the rotary body 18, and the monitor camera 28 and a camera holder 27 are fixed to the rotatable gear 24. An electric motor 25 for inclination and rotation is arranged at a vertical bracket 18c of the rotary body 18, and the rotation of the electric motor 25 is transmitted from a gear 26 with a small diameter to the rotary gear 24 with a large diameter so as to be decelerated, and the rotary gear 24 is rotated in the surrounding of a horizontal axial line O'-O' so that the camera holder 27 and the monitor camera 28 can be driven so as to be inclined and rotated up and down.
