PROBLEM TO BE SOLVED: To stably execute the heating process over the whole image area to form an image of high quality free from the unnevenness of the image by partially overlapping end parts of heating elements in the conveying direction, and partially lowering a value of resistance value of the overlapped part to allow a synthetized heating value of the overlapped part to agree with a heating value of the other area. SOLUTION: End parts of heating elements at boundary parts of the heating elements are overlapped longitudinally with respect to the lateral (width) direction of a base, and heating element overlapped end parts 8e for large size formed by expanding a width of the end part of each heating element twice to partially reduce the resistance in half, and common heating element overlapped end parts 8f are provided. For example when an overlap width of the overlapped part is 1 mm, a gap is not generated on the overlapped part when a temperature of a heater is raised to a target temperature even though the central common heating element is displaced to right by 0.5 mm in the manufacturing of the heater. The lowering of a printing speed can be prevented by driving the central common heating element in the fixing of the paper of a small size, and the generation of the unevenness in fixing on the boundary part of the heating elements can be prevented in the fixing of the paper of a large size.
