PROBLEM TO BE SOLVED: To facilitate the discrimination of policies by making user policies correspondent to respective hierarchies by discriminating policies corresponding to respective hierarchies and instructing them to a network system on the basis of events corresponding to the respective hierarchies of the network system. SOLUTION: While referring to a user information storage means 4, a policy classifying means 2 classifies user policies into SML(service managing layer), NML(network managing layer) and EML(element managing layer) and transfers the classified information to policy matching means 6-8 of SML, NML and EML. While referring to the user information storage means 4 and a management information base 5, the policy matching means 6-8 convert the policies into contents based on the viewpoint of a service provider and store the converted policies in policy storage means 9-11. Policy discriminating/executing means 12-14 of respective hierarchies instruct actions while referring to the policies stored in the policy storage means 9-11 on the basis of events corresponding to the respective hierarchies 15-19 from the network system.
