When the BREF1 is equal to the BMEAS1, the ionizer 201 is balanced when the actual balance indication value BACTUAL1 is zero, and kept as it is, and when the BACTUAL1 is not zero, that is the ionizer 201 is unbalanced, BREF1 is adjusted to be increased or decreased by using an ion balance remote control 24.
