PROBLEM TO BE SOLVED: To increase the cache hit rates of programs which are executed at respective execution levels on an information processing system which has a CPU switching and executing programs differing in execution level and a cache memory. SOLUTION: At refill permission execution level holding parts 4 and 5, whether or not two ways 32 and 33 of a set associative cache memory are allowed to be refilled is set corresponding to the execution level values of the programs. Further, setting effective bits 34 and 35 are added which set whether or not settings corresponding to the above execution level values are effective by the ways. Therefore, when the programs differing in execution level are executed while switched, the capacity of the cache memory can properly and substantially be allocated by the programs of the respective execution levels to increase the cache hit rates of the respective programs.
