PROBLEM TO BE SOLVED: To allow even an inexpensive telephone set terminal having only a small amount of memory that is very limited to select an inexpensive telephone company without an increase in costs by preliminarily storing only ground information that is frequently used by a user and preventing the other ground information from being stored. SOLUTION: An inexpensive telephone company decision table 1 is constructed by limiting the table 1 only to ground information that is preliminarily designated by a user. The table 1 consists of ground information lists 11 and inexpensive telephone company designating pointers 12. In the case the greater part of the relatives and friends of the user are covered, inexpensive telephone company decision can be performed about the greater part of telephone calls that are actually called by the specified user. In the table 1, the user of a telephone set is preliminarily questioned and the ground information of opposite sides that are frequently called is notified. It is possible to drastically reduce the size of the table 1 by limiting the table 1 only to the ground information and inexpensive telephone company decision information corresponding to it.
