A package status change within an NE is recognized and an operation setting necessary for a package is performed automatically and efficiently. A package information acquisition means (11) acquires, at a startup, package information to generate a package information table (T1). An operational information acquisition means (12) periodically acquires package information during the operation of communication devices (20-1 to 20-n) to generate an operational information table (T2). A changed information detection means (13) compares the package information table (T1) with the operational information table (T2) to detect changed information. A package operation setting execution means (14) executes package operation setting based on the changed information.
