PROBLEM TO BE SOLVED: To enhance insoluble organic concentration in water to be treated by collecting insoluble substance in the water to be treated. SOLUTION: The water cleaning device 1 for collecting insoluble substance in the water to be treated is provided with a collection region forming means 2 which forms a collection region A by surrounding the water W to be treated over a specified range from a water surface S as far as a specified depth D, and a bubble zone forming means 3 which is provided at the lower end part of the means 2 and crossing the collection region A and forms a bubble zone C1 dividing the collection region A into two within the collection region A. By transferring the bubble zone C1 from one end of the collection region A to the other end side, the insoluble substance in the collection region A is collected between the other end of the collection region A and the bubble zone C1.
