PROBLEM TO BE SOLVED: To provide an emulsion type pressure-sensitive adhesive or adhesive composition which excels in performance hard to cause whitening even when it is dipped in water or it absorbs moisture, and a pressure-sensitive adhesive sheet having a pressure-sensitive adhesive layer formed of this pressure-sensitive adhesive composition. SOLUTION: A composition has, as the component, an emulsion composed of dispersed particles which are obtained by copolymerizing vinyl monomers containing 0.1-10 wt.% unsaturated carboxylic acid and have a weight average particle diameter of not greater than 0.3μm and a ratio of the weight average particle diameter to the arithmetic average particle diameter of 1.0-1.5, and 25-70 mol% unsaturated carboxylic acid used in the copolymerization as the copolymer constituting monomer units within the particles.
