PROBLEM TO BE SOLVED: To incline a valve element with a comparatively simple structure, and realize a seal structure having not so much generation of particles by restricting linear motion of a valve rod in association with movement of a driving shaft by a stopper, change a link angle of a link mechanism, and sealing a space between an outer periphery and an inner wall of a supporting member with an O-ring. SOLUTION: An inclining mechanism 9 is composed of a bearing block 19, a rink rod 20, link mechanisms 17 which consist of link arms 21, and a stopper 18. When each cylinder rod 10a is contracted in an opening condition of a gate 3, a valve rod 6 is linearly moved upward through the link mechanism 17. In this time, linear motion of the valve rod 6 is restricted by the stopper 18. When the cylinder rods 10a is furthermore contracted, each link angle of the link mechanisms 17 is changed, the valve rod 6 is inclined around a fixing shaft 12, and the gate 3 is closed. An O-ring is disposed between an inner wall of a through hole 7a of an attaching member 7 and an outer periphery of a sleeve 8, a contact area is reduced, and thereby, abrasion is suppressed.
