PROBLEM TO BE SOLVED: To miniaturize a device and to improve safety by changing an arranging method of a feeding means. SOLUTION: A sheet carrier device and a picture image recording means are typically constituted by having a carrier belt having a comb teeth electrode 6 alternately arranging electrodes of different polarities and electrically conductive brushes 11, 12 to apply high voltage on the comb teeth electrode 6, the carrier belt 3 is electrically connected by arranging the electrically conductive brushes 11, 12 outside and passing or by-passing the carrier belt by arranging land parts 8, 9 inside, and the electrically conductive brushes 11, 12 are arranged inside of the carrier belt.
