PROBLEM TO BE SOLVED: To prevent the occurrence of a warp of a base material even when the outer edge part of a base material having a female groove formed therein is exposed at an opening part, in a floor heating panel having the opening part of a surface material closed by a cover material, and to perform easy mounting execution. SOLUTION: In this floor heating panel, a surface material 3 having an opening part 3a opened vertically and outward sideways is situated on the upper surface of a base material 2, and the opening part 3a of the surface material 3 is closed by a cover material 9. In this case, a notch part 5 opened to above and outward sideways is formed in the outer edge part of the base material 2 exposed at the opening part 3. A female groove 4 opened outward sideways and having an upper bottom 4a inclining outwardly upward is formed in the side end face of the base material 2 such that its upper part overlaps with the lower part of a notch part 5 and in a spot where the notch part 5 is formed.
