PROBLEM TO BE SOLVED: To assemble parts and regulate a flow rate at a short time and with a good efficiency by regulating a clearance between a base and a valve element for a constant distance to regulate a flow rate. SOLUTION: A base 3 is formed by integrating a large diameter cylindrical column part 3a screwed into a main body 2, a flow outlet 16 disposed on one end of the column part 3a, a flow-in part 3b disposed on a flow inlet 4 side of the column part 3a, and a small diameter cylindrical flow rate finely regulating hook part disposed between the column part 3a and the flow-in part 3b. A clearance setting member 13 is arranged to set a clearance between the flow outlet 16 and a valve rubber 17 of a valve element 6 to a constant distance T. In the clearance setting means 13, a regulating outer screw 13a is formed on an outer peripheral part of the base 3, and a regulating inner screw 13b screwed in the regulating outer screw 13a is formed in the main body 2. The base 3 is rotated, and is moved in reciprocation and in the axial direction of the main body 2, and a clearance between the valve element 6 and the base 3 is regulated to a constant distance T. The constant distance T is set to a distance capable of passing when a fluid actually flows within an using temperature after assembling parts and it is set beforehand at the time of assembling the parts.
