PROBLEM TO BE SOLVED: To easily execute a heat insulating material at a place where its execution is difficult by using the heat insulating material held a state in a compressed state, setting it at a prescribed installation position, then expanding the heat insulating material for restoration. SOLUTION: This heat insulating material 7 is made of a shape memory resin 7a. The heat insulating material 7 having the primary expanded shape capable of exerting heat insulation performance is heated to the transition temperature or above higher than the environmental temperature to be softened, and it is compressed and cooled in the softened state to manufacture the compressed flat heat insulating material 7 with a small volume. The heat insulating material 7 is set in a column 1 through the inter-lip opening section of the column 1. The compressed heat insulating material 7 is merely set, thus it can be easily set. Heat is applied to the heat insulating material 7 via the hot air of a drier 10, then the heat insulating material 7 is softened at the transition temperature or above, recovery-expanded, and filled in the column 1. As the heat insulating material 7 is executed above the heat insulating material 7 can be easily executed at any complicated place such as in the column 1.
