PROBLEM TO BE SOLVED: To suppress the lift of a combustion flame in a combustion controller used in a heating device or a hot water supply device or the like. SOLUTION: A combustion controller comprises a lift combustion detecting means 16 for outputting a lift signal A when continuously detecting for a first prescribed time a state that a flame voltage detected by a flame rod 12 inserted into a flame is lower than a lift detecting voltage, a normal reset detecting means 17 operating after receiving the lift signal A and outputting a normal reset signal B when continuously detecting for a second prescribed time a state that the flame voltage is higher than a normally detected voltage and a rotating speed suppressing means 18 operating so as to decrease the rotating speed of a combustion motor 8 by prescribed percentage and returning the rotating speed of the combustion motor 8 to the initial rotating speed when receiving the normal reset signal B.
