PROBLEM TO BE SOLVED: To maintain antifouling function for an aquatic life with less power consumption. SOLUTION: A direct current source 1, and a work pole 3 and an opposite pole 5 are connected with by an on-off control means 2 where a pulse string for applying voltage is set, and the work pole 3, and a reference pole 4 arranged between the work pole 3 and the opposite pole 5 are connected with a means for measuring and calculating these potential difference, and the means for measuring and calculating the potential difference is connected with a control means for setting a voltage value applied between the work pole 3 and the opposite pole 5 on the basis of the calculated result, and the control means is connected with the direct current source 1.
