PROBLEM TO BE SOLVED: To enable local vibration control of a structure without requiring any special masses. SOLUTION: One of two structural members 12, 18 supported against the same or different support structures and disposed a predetermined distance away from each other is used as a support system, and a vibration control means 6 comprising an elastic body 7 and an electrostatic actuator 4 connected in series with each other is connected to a pole 2 in order to control the vibration of the other of the structural members. The pole 2 and the vibration control means 6 connect one of the structural members 12, 18 to the other. After a predetermined preload is imparted to the electrostatic actuator 4 by the elastic body 7 to enable linear control, the electrostatic actuator 4 is driven in a phase angle and amplitude such that the vibration of the structural member for vibration control is canceled out.
