PURPOSE: A dispersing device with vibration and agitation and a mixing and surface treating method using the same device are provided, thereby increasing the dispersing efficiency and decreasing the working time because the liquid is circulated with agitation of a vessel. CONSTITUTION: The dispersing device with vibration and agitation consists of a vessel(2); a vibration-generating unit(4); a vibrating element(16) linked with the vibration-generating unit(4) and elongated to the inner side of the vessel(2); a large number of vibration wings(24) circulating fluid in the vessel(2); and a vibration-transporting member(26) connected with the vibration-generating unit(4), wherein the vibration-generating unit(4) contains a supporting rod(8), a vibrating plate(10) therearound, a buffer spring(12) supporting the vibrating plate(10), a vibrating motor(14), and an impact member(15).
