PROBLEM TO BE SOLVED: To provide a position registration controlling method for reducing the failure of position registration or the delay of the completion of the position registration or the damage of a call at the time of the congestion of a control channel to be used for position registration. SOLUTION: In the state of the congestion of a control channel, any non-use speech channel among speech channels is used for the transmission and reception of a control signal for processing position registration. Also, in the state of the congestion of the control channel, the rejection of the position registration is communicated to the terminal of a mobile object which requests position registration, and the terminal of the mobile object to which the rejection of the position registration is communicated does not request any position registration in a preliminarily decided fixed time. In the state of the congestion of the control channel, a re-request waiting time is communicated to the terminal of a mobile object which requests position registration, and the terminal of the mobile object to which the re-request waiting time is communicated does not request any position registration in the re-request waiting time.
