PROBLEM TO BE SOLVED: To always obtain a constant electrifying potential without generating any toner blocking or any deterioration in solidification of the toner. SOLUTION: In this device, resistivity of an elastic layer of roll 5 is set to be the resistivity at which time for movement necessary for charge to move inside the elastic layer of roll 5 is sufficiently shorter than processing time necessary for an arbitrary point on an electrifying roll 2 to pass a discharging range. Thus, the movement of the charge within the layers of the roll of the electrifying roll 2 is made smooth and hardly any movement of the potential is generated even when temperature or humidity of an environment where the electrifying roll 2 is provided is varied. Consequently, the toner blocking or the deterioration in solidification of the toner can be evaded since a stable electrifying characteristic can be obtained against any variation in the temperature or the humidity even when the electrifying roll 2 is not heated.
