PROBLEM TO BE SOLVED: To provide a charge controller capable of safely charging a capacitor type secondary cell, using a simple small-sized circuit configuration. SOLUTION: If a voltage (Vin×R2/(R1+R2)) divided by resistors R1, R2 does not exceed a reference voltage V2, an operational amplifier 9 sets its output voltage to 'H', while when the voltage (Vin×R2/(R1+R2)) exceeds the voltage V2, the amplifier 9 sets its output voltage to 'L'. An NPN transistor Tr2 is turned on, when the output of the amplifier 9 is 'H', while the transistor Tr2 is turned off when the output of the amplifier 9 is at 'L'. When the transistor Tr2 is on, a PNP transistor Tr1 is turned on to supply a charging current to a capacitor type secondary cell 3, while when the transistor Tr2 is off, the transistor Tr1 is turned off to shut off the charging current.
