PROBLEM TO BE SOLVED: To set a constraint to an instance operation in more detail and in wider range by retrieving an applicable in stance operation allowing information, judging whether the inputted operation contents satisfy the operation contents condition included in the retrieved instance operation allowing information and then checking whether an operation equivalent to an operation indicator is permitted. SOLUTION: The instance operation allowing information composed of four sets of an instance indicator, a user indicator, an operation indicator and a plurality of operation contents information are managed (S1). When the instance indicator, user indicator, operation indicator and operation contents are inputted (S2), the instance operation enabling information applicable to the instance indicator, user indicator, operation indicator and operation contents are retrieved (S3). It is decided whether the inputted operation contents satisfy the operation contents condition included in the retrieved instance operation enabling information and then it is checked whether or not an operation equivalent to the operation indicator is permitted (S4).
