PROBLEM TO BE SOLVED: To transmit a ciphering message without being conscious of standard and a system of ciphering to be used by a receiving user by ciphering data by a ciphering program compatible to a user at a transmitting destination selected from plural stored ciphering programs. SOLUTION: A ciphering program based on the system and the standard of cipher mail to be used by the user to be specified by an destination user specifying part 2 is retrieved from a cipher processing program 4 and a retrieved result is outputted to a ciphering part 9 by a cipher processing program retrieving part 7. When retrieval is successfully performed, a file of the cipher processing program corresponding to the user is outputted to a ciphering part 9 as the retrieved result. A message generated by a message creating part 1 is ciphered by a public key of the receiving user and the ciphering message is generated by using the cipher processing program taken out by the cipher processing program retrieving part 7 by the ciphering part 9.
