PROBLEM TO BE SOLVED: To provide a heat-developable photosensitive material having physical film properties necessary for a photographic printing plate, especially necessary for a scanner and an image setter, and prevented from occurrence of scraps of the photosensitive material at the time of cutting it and occurrence of defects, such as pinholes and blurring due to printing in processes of exposure and PS plate printing and the like. SOLUTION: This heat-developable photosensitive material is provided on a support with an image forming layer containing a nonphotosensitive silver salt, a photosensitive silver halide, a binder, and a nucleator and at least 2 protective layers on this image forming layer, and the outermost layer of the protective layers has a glass transition point higher than that of the lower protective layer.
