PICTURE ENCODER AND PICTURE DECODER

PROBLEM TO BE SOLVED: To efficiently realize reversible encoding/decoding of a shape of a region. SOLUTION: This picture encoder is provided with a dynamic image encoding means for encoding a specific part region in a dynamic image sequence and a region information encoding means 303 for encoding region information for indicating a region shape of the specific part region. The region information encoding means 303 is provided with an inter-frame difference data calculating means for calculating inter-frame difference of the region information and a change information encoding means for encoding change information for indicating presence or absence of change of the region shape based on difference data.
