PROBLEM TO BE SOLVED: To provide a spring mechanism capable of increasing only rotational speed without increasing the torque of a spring in a limited volume, and a winding device therewith. SOLUTION: This spring mechanism involves a first spring 21 and a second spring 22 in parallel with each other so that their winding direction may be reversed, a connected part is formed so as to rotate with either of the inner ends or outer ends of both springs interlocking with each other, and so that the other end of the first spring 21 out of the other ends may be fixed so as not to rotate, and the other end of the second spring are formed so as to rotate flexibly. Another objective winding device with the spring mechanism is provided with a frame 11, a wheel 13 which is disposed in the frame 11 and fitted to a rotor 16a and has a recessed part, and the spring mechanism formed so that both of the outer ends of both springs stored in a barrel drum 25 disposed in the frame 11 and rotatably fitted to the rotor 16a may be fixed to the barrel drum 25, the inner end of the first spring 21 may be fixed so as not to rotate, and the inner end of the second spring 22 may be fixed to the rotor.
