PROBLEM TO BE SOLVED: To provide a tunnel work execution method and work execution device excellent in workability while obtaining positive water stop effect. SOLUTION: This work execution device is provided with an inner form 33 lining the inner surface of an excavated hole T in a position spaced by the specified distance; an end form 34 disposed between the inner form 33 and a skin plate 37 to form a concrete placing space S between the inner form 33 and the natural ground E; a sealant feed pipe 2 for filling sealant B into a construction joint 4 of placed lining concrete K1 following the movement of the skin plate 37 provided movably in an excavating direction while abutting on the inner surface of the excavated hole T; and a concrete feed pipe 36 provided at the end form 34 to feed concrete fed from a concrete supply source D after filling the sealant B, into the concrete placing space S.
