PROBLEM TO BE SOLVED: To avoid plate clogging and upgrade print quality while ensuring the rapidity and simplicity of a rotary stencil printer by preparing a stencil printing plate cylinder to which a pair of stencil printing plate frames opposite to a heat-sensitive stencil printing plate are fixed in a freely attachable/detachable manner and mounting the stencil printing plate cylinder on the rotary stencil printer. SOLUTION: A stencil printing plate made up by a make-up device for a heat- sensitive stencil printing paper is fixed to a stencil printing plate frame to form a stencil printing plate cylinder 3. Further, the cylinder 3 is made to rotate, while an image receiving sheet 99 supplied from a sheet supply table 52 through a sheet guide plate 53 is brought into contact with the outside of the cylinder 3. At the same time, ink supplied into an ink fountain part 56 from an ink supply part 58 is squeezed out of the perforated part of the cylinder 3 by means of a squeegee or the like, while a press roller 55 is pressed to the outside of the cylinder 3. Then, the ink is transferred to the image receiving sheet 99 and thereby a printed matter is prepared. After that, the used cylinder 3 is stored in a printing plate depositing box 60 by means of a printing plate ejecting roller 59.
