PROBLEM TO BE SOLVED: To provide a planting panel which is decayed and turned into the soil with the elapse of a specified time after the installation, and not left behind as a refuse. SOLUTION: A planting panel 1 is divided into upper and lower portions, and comprises an upper divided body 1a and a lower divided body 2a. The upper and lower divided bodies are formed by pulverizing used paper, adding the fertilizer thereto and tightly stamping the mixed paper. A planting hole 3a (3b) is formed in a center part of the planting panel 1, and a plurality of fertilizer holes 3a are provided therearound. The planting panel 1 has a piping hole 7a to pass a feed water pipe in the horizontal direction, and a watering hole 6a made from an upper surface of the panel reaches the piping hole 7a.
