PROBLEM TO BE SOLVED: To restrain the number of devices by providing a reference pin raising and lowering means for protruding one set of two or more reference pins from a base plate every set. SOLUTION: Conversion pin hole boring devices 27, 28 form conversion pin holes by pins 30, 33 on a press plate under the engagement of reference pins 13, 14 with reference pin holes as the reference part of the press plate. Two reference pins 13,14 for press plate are taken as one set. A reference pin raising and lowering device is operated to protrude one set of reference pins 13, 14 upward from a base plate 20 and recess the reference pins 13, 14 downward from the upper surface of the base plate 20. According to this, a space-saved, highly efficient and inexpensive positioning hole forming device can be provided.
