PROBLEM TO BE SOLVED: To provide a sound source vector generating device generating a sound source vector having high similarity with a sound source vector by an actual voice signal to coding/decoding voice information efficiently. SOLUTION: This sound source vector generating device is provided with a pluse vector generating part 101, a diffuse pattern storing and selecting part 102, a pulse vector diffusing part 103 and a diffuse vector adding part 104. As a result, a sound source vector generating device capable of generating a sound source vector 105 which is more similar to the actual sound source vector than that to be generated in an algebraic sound source generating device is obtained.
