PROBLEM TO BE SOLVED: To provide a delay time-judging device for judging a delay path with a desired amount of delay. SOLUTION: The delay time-judging device is provided with a shift clock supply part 52 for supplying a shift clock whose delay is delayed by a specific amount from the phase of a reference clock based on desired delay time, a phase comparison part 50 for outputting a comparison signal obtained by comparing the phase of the shift clock with that of a delay clock where a reference clock is delayed by a delay circuit, and a judgment part 54 for judging whether the delay time of the delay circuit is equal to the desired delay time or not based on the comparison signal.
