PROBLEM TO BE SOLVED: To carry on cash withdrawal service even if there is no cash for withdrawal. SOLUTION: This system is equipped with a transaction terminal 2 which has a cash withdrawing function and a cashing ticket issuing function, POS register 4 for converting cashing tickets into money, and a control part 5 for a closed network 1 in the network 1. Consequently, when the cash in the transaction terminal 2 becomes deficient, a cashing ticket is issued and converted into money at a POS register 4, thereby preventing the cashing service from stopping.
