PROBLEM TO BE SOLVED: To solve the sticking phenomenon of a valve by forming a groove opened to an annular valve sheet surface contacted with a disc-shaped valve of a valve means capable of generating the damping force, communicated with a communication path, and extending in the circumferential direction. SOLUTION: In the expanding stroke of a rod, a disc valve is deflected, and the damping force is generated corresponding to the opening degree of the valve. On this occasion, the pressure difference of the oil liquid is generated between a cylinder lower chamber and a reservoir chamber of the retraction of the rod from an inner cylinder, and a leaf valve 116 is deflected corresponding to the pressure difference between an expansion side communication path 114 and the cylinder lower chamber side. The pressure is also transmitted to a groove 114a and a large groove 114b communicated with the communication path 114, the adsorbing force is easily released even in a state that a contact surface of the valve sheet surface 109b and the leaf valve 116 has the absorbing force by the surface tension of the oil liquid, and the leaf valve 116 is deflected and opened corresponding to the pressure difference. Whereby the sticking phenomenon of the valve can be prevented and the damping characteristic can be easily determined.
