PROBLEM TO BE SOLVED: To avoid the collision of data on a bus line at the time of switching a system to be common use/standby. SOLUTION: If a control operation part 1B is switched to common use by a manual operation when a control operation part 1A is in a common use state and the control operation part 1B is in a standby state, the control operation part 1B is detached from an outer bus line 4 by the switch-ON of the manual operation. Then, a common use status in the part 1B is obtained. The control operation part detects the common use status signal of a control line 6 and common use is set to be the status of standby. The standby status of the control line 6 is detected and the control operation part 1B is connected to the outer data bus line 4.
