PROBLEM TO BE SOLVED: To improve operation resistance at the time of high input simultaneously with improving a good follow-up capability at the time of low input by being brought into contact a frictional surface formed on a first shaft member with a case, in the case where an input load which exceeds an energizing load of an auxiliary spring is applied on a second shaft member. SOLUTION: When an auxiliary spring 7 is sealed, a first shaft member 3 is push-pressed by applying force of the auxiliary spring 7, and is moved in the left direction. With this movement, a gap g is generated between a flange part 3c of the first shaft member 3 and a frictional plate 11, and the frictional plate 11 is not acted. When an external input load becomes high input which exceeds an initial load, the first shaft member 3 is rotated in the return direction. Simultaneously, the first shaft 3 is retreated. With this retreat, the flange part 3c abuts on the frictional plate 11, and a strong frictional load is generated on this portion. Brake is applied in reverse rotation toward the return direction of the first shaft member 3 by this frictional load, and thereby, excessive rotation is prevented.
