PROBLEM TO BE SOLVED: To maintain the quality of transmission data at a high level in SS-FH communication and to suppress delay in data transmission by changing the switching pattern (hopping pattern) of frequency channels to be used for communications in accordance with a data receiving state. SOLUTION: A detection part 37 detects the receiving level of each frequency channel transmitted by a receiving side device 5 and an informing part 38 informs a transmitting side device 4 of the detected result. The transmitting side device changes a hopping pattern to a new hopping pattern deleting a frequency channel whose receiving level detected by a pattern changing part 20 is lower than a prescribed threshold and an informing part 21 informs the receiving side device 5 of the changed pattern. Consequently, SS-FH communication is executed between both devices 4, 5 on the basis of the new hopping pattern.
