PROBLEM TO BE SOLVED: To alleviate the supervising load of a fault determining means to simplify the structure by supervising voltage change of each cell group with a voltage output means in cell group units, and then determining generation of a fault condition. SOLUTION: Unit cells 11, consisting of a lithium secondary batteries, are connected in series to form a cell group 12, and by having these cell groups 12 connected in series a set battery is formed, and thereby a fault detecting apparatus 13 is allocated between the cell group 12 and a voltage detector. When a fault condition of the unit cell 11 forming the cell group 12 is detected with a lower limit voltage detecting circuit 30, an upper limit voltage detecting circuit 31 and an excess rising temperature detecting circuit 37 forming a fault detecting apparatus 13, an AND gate 29 changes the terminal voltage of the cell group 12 with a switch 38. Thereby, the CPU can determine generation of a fault in the unit cell within the cell group 12, by only connecting the fault detecting apparatus 13 and the voltage detector of a control unit with the voltage detecting lines W+, W-.
