<p>PROBLEM TO BE SOLVED: To prevent congestion of networks and to reduce the load of an information delivery server by determining a node for routing a control packet, and when there are plural routing nodes, copying control packet, determining an inter-node pass in accordance with service quality information, and routing the control packet by using the inter-node pass. SOLUTION: A repeating node 45 analyzes a control packet 302, retrieves the fixed pass of a succeeding node from a system data memory 306, on the basis of the combination of delivery area information and service quality information, determines a transfer pass, stores the combination of the delivery area information, the service quality information and the transfer pass in a system data memory 308, and when there are plural transfer passes, copies the control packet 302 and transmits the copy to an edge node (base station) 50. When the control packet 302 arrives at the edge node 50, the node 50 transmits a control packet which indicates 'link set completion response' to an information delivery server 20.</p> |
