PROBLEM TO BE SOLVED: To rapidly and easily form a toner layer having a uniform electrification amount on the outer peripheral surface of a developing roll with simple structure and with low load torque. SOLUTION: A bristle cutting blade 7c is provided above a magnetic roller 3c with a gap therebetween. A developing roll 2c is arranged in parallel with the roll 3c through a gap. A photoreceptor drum 9c is arranged in parallel with the roll 2c. A DC current is applied to the roll 3c by a DC power source 81c. Superposed voltage obtained by superposing AC voltage on DC voltage is applied to the roll 2c by a DC power source 82c and an AC power source 83c. An alternating electric field is generated in a part where the rolls 2c and 3c come close to each other.
