According to this, an adjustable balance weight device is constituted. In the application to an elevator for both passenger and load, the magnitude and direction of the torque added to the wire rope according to the number of passengers and the weight of the load in the elevator are detected, and the quantity of water in the water tank 7 is adjusted to lay the elevator in the balanced or over-balanced state. According to this, mini- power operation, powerless operation, and energy recovering operation can be performed.
