PROBLEM TO BE SOLVED: To enable recovery/reutilization and the production only of epoxide by reacting a specific activated carbon or an inorg. solid and a silane coupling agent and subsequently reacting a specific amine with the reaction product to obtain a surface-treated carrier and compounding the carrier with a salt obtained by reacting a specific atom and heteropoly-acid. SOLUTION: Activated carbon or an inorg. solid having a functional group capable of being reacted with a silane coupling agent is reacted with the silane coupling agent having an alkyl group substituted with a functional group capable of being reacted with a tertiary amine to form a quaternary ammonium salt. Thereafter, a tertiary amine or cyclic amine represented by formula (wherein one of R1-R3 is a 8-18C alkyl group and the remaining groups of R1-R3 are a 1-18C alkyl group or a benzyl group) is reacted with the reaction product to obtain a surface-treated carrier. A heteropoly-acid having a group V atom and a tungsten atom in its molecule is reacted to obtain a salt and the carrier is combined with the salt to obtain an epoxidation catalyst.
