PROBLEM TO BE SOLVED: To obtain a foamy oxidation hair dye or decolorant flying off little, having increased adherence to hair, excellent in hair dyeing power and decoloring power and damaging hair little. SOLUTION: This foamy hair dye composition composed of a first agent containing an alkaline agent and a propellant and a second agent containing hydrogen peroxide and a propellant and comprises mixing and ejecting the first agent with the second agent at the same time and, furthermore, the second agent includes an anionic polymer compound known as a name of Acrylates/ Steareth-20 Itaconate Copolymer, Acrylates/Ceteth-20 Itaconate Copolymer, Acrylates/Steareth-20 Methacrylate Copolymer or Acrylates/Ceteth-20 Methacrylate Copolymer.
