PROBLEM TO BE SOLVED: To reduce deterioration in exhaust gas performance by reducing early abrasion of a control rack pin of a fuel injection pump and a governor lever. SOLUTION: This governor has a torsion spring 13 disposed between a thrust lever 1 and a first governor lever 2A. By energizing the thrust lever 1 toward a rich fuel side R, a rack pin 4 of a control rack 10 of a fuel injection pump is cramped between the thrust lever 1 and the first governor lever 2A. Also, by energizing the first governor lever 2A toward the rich fuel side R with a start spring 19 bridging between the first governor lever 2A and a governor wall 18, the control rack 10 is positioned in a rich startup position at an engine start.
