PROBLEM TO BE SOLVED: To drastically improve the yield of raw material of strong oxidizing elements by providing a method, with which the reaction between the strong oxidizing elements, such as Ti, Zr, Al, and oxygen, can be suppressed as low as possible, in the melting and casting under the air atmosphere. SOLUTION: In the method for producing an alloy steel containing at least one kind of the strong oxidizing element selected among the group composed of Ti, Zr and Al, as the effective element, by melting and casting under the air atmosphere, a process for adding Fe-Si-M alloy, wherein, M is at least one kind of the strong oxidizing element selected from the group consisting of Ti, Zr and Al into molten crude alloy in a melting furnace before tapping, or into the molten crude alloy tapped into a ladle 6, is provided.
