PROBLEM TO BE SOLVED: To reduce and facilitate maintenance, and to accurately measure characteristics by measuring the characteristics of an object to be measured according to the loss of an electromagnetic wave such as a plurality of microwaves with a different frequency. SOLUTION: Soil, tea, wood, solution, or the like is used as an object to be measured, a transmission line, namely, a sensor is allowed to approach the object, the characteristics of the object to be measured such as water content, ion content, water suction pressure values, and electrical conductance are measured from the electromagnetic loss of a plurality of microwaves or the like with a different frequency through the sensor for increasing the measurement accuracy. The dielectric 4 may be formed in a cylindrical shape, or the like. When the dielectric 4 is formed in the cylindrical shape, the dielectric 4 may be set to a cylindrical structure where the conductor 6 and the strip conductor 8 are applied onto the inner and outer surfaces, respectively, or the like.
