PROBLEM TO BE SOLVED: To decrease a capacity of a reconfiguration buffer in a receiver by making a request of locking so as not to receive packets sent from other transmitters than its own transmitter when a transmission packet is a head packet and making a request of lock release when the transmission packet is a tail end packet. SOLUTION: The transmitter 100 has a frame division means 105, a packet transmission means and a lock information notice means 101. The lock information notice means 101 transmits a lock request whose lock information type indicates a lock request to a receiver being a transmission destination of a data frame when a packet sent from the packet transmission means is a head packet of the data frame to request locking so that the receiver does not receive transmission packets from other transmitters than its own transmitter 100. When the packet sent from the packet trnasmission means is a tail end packet of the data frame, the transmitter transmits a lock request whose lock information type indicates a lock release request to the receiver being the transmission destination to request release of the locking.
