PROBLEM TO BE SOLVED: To enable data update control to be performed with the implement of a simple software without storing data before update. SOLUTION: A mode controlling part 51 is notified of request for 'data verification' from a managing device CS1 through a network management protocol controlling part 40 and a write controlling part 31, and the part 51 switches and controls a mode switching part 31a and executes a verification routine. Update data from the device CS1 are inputted to write approval/ refection verifying parts 110a to 110d, whether contradiction and deficiency exist between respective update data is verified here, a data rewriting request from the device CS1 is accepted in the case of no problems, and the data are updated. Meanwhile, when a problem exists in the update data, a write routine is not carried out for an instruction of 'write' from the device CS1, but the device CS1 is notified that the problem exists in the received update data.
